How is the fleece texture made?

After the head is shaped you go back into the leftover half stitches with white yarn and work chain-5 loops secured with slip stitches, which gives the woolly surface.

Why does the cone have two round 9s?

The cone body finishes at round 13, then you rejoin yarn in the free front loops at round 9 and work a second short flare - that is the raised cone rim the sheep sits in.

How is the cream swirl made?

Round 3 is a repeat of chain 2, a 4-double-crochet cluster, skip 1 and slip stitch, six times - the clusters read as piped whipped cream.
